CAREERS FOR MINISTRY OF NATIONAL DEFENSE, GENERAL STAFF, FORCE COMMANDS

ASSISTANT EXPERT RECRUITMENT ANNOUNCEMENT

1. INFORMATION ABOUT THE EXAM:

a) To be employed in the Ministry of National Defense, General Staff and Force Commands; In accordance with the activity calendar specified in Table-2, Assistant Experts will be provided with the qualifications listed in Table-XNUMX, in accordance with the provisions of the "National Defense Expertise Regulation" and the "Armed Forces Expertise Regulation".

b) Each candidate has only one choice.

c) The personnel to be recruited for the positions of Deputy National Defense Experts are in the Central Organization of the Ministry of National Defense (Ankara); The personnel to be recruited as Assistant Experts of the Armed Forces will work at the Central Headquarters of the General Staff and Force Commands (Ankara).

ç) Candidates who graduated from foreign universities must upload the equivalence document approved by the Council of Higher Education to the system from the "Add Education Information" screen.

d) Candidates will enter the name, address and job titles of their last workplace, if any, in the "Last Workplace Information" tab.

e) Candidates must submit their foreign language exam results (CPE, CALİ, TOEFL İBT, PTE Academic, etc.) whose equivalence is accepted by the Measurement, Selection and Placement Center. From the Exam Information screen, they will use the Add Exam Information button to write the YDS equivalence score in the exam score section and upload the foreign language proficiency certificate from the Select File section and save it.

f) Candidates must fill out the sample CV included in the exam announcement and upload it to the system from the "Other Information and Documents" screen.

g) Regarding matters not specified in the announcement text, action will be taken in accordance with the provisions of the relevant legislation.

h) Candidates on the main list who cannot be appointed for various reasons, whose appointments are cancelled, who are not appointed or who leave after appointment, will be filled in vacant positions, if deemed necessary by the ministry, from the reserve candidate with the highest score among the candidates on the reserve list until the next exam to be held within a period of not exceeding one year from the announcement of the exam result. Assignments can be made by sorting starting from the beginning. The rights of candidates on the reserve list do not constitute vested rights or any priority for subsequent exams.

2. EXAM APPLICATION CONDITIONS:

a) To meet the general conditions in Article 657 of the Civil Servants Law No. 48,

b) Not to have completed the age of thirty-five as of the first day of January of the year in which the exam is held,

c) To have the qualifications determined for each staff title specified in the Qualifications Table (Table-2),

d) Even if the periods specified in Article 53 of the Turkish Penal Code have passed; Crimes against the security of the state, crimes against the Constitutional order and the functioning of this order, embezzlement, extortion, bribery, theft, fraud, forgery, abuse of trust, fraud, even if the person is sentenced to imprisonment for one year or more or pardoned for a crime committed intentionally, crimes against the constitutional order and the functioning of this order, Not to be convicted of bankruptcy, bid rigging, tampering with the execution of assets, laundering or smuggling of assets resulting from crime,

d) To have a base score from the relevant score types specified in the qualification table in the Public Personnel Selection Exams (KPSS) held by the Measurement, Selection and Placement Center Presidency (ÖSYM) in 2022 and 2023,

e) To have received a score equivalent to the score specified in the qualification table from the YDS/e-YDS exam conducted by the Measurement, Selection and Placement Center (ÖSYM) or the foreign language exams whose equivalence is accepted by ÖSYM. (For candidates who have scores from the foreign language exams specified in the Foreign Language Exams Equivalence Table specified in the decision of the ÖSYM Board of Directors dated 25.02.2016, a foreign language exam grade equivalent to the relevant YDS grade will be accepted.)

f) To have applied in due time and to submit the requested documents and information together with the application document. (Documents uploaded to the system or sent by post after the deadline will not be processed.)

3. EXAM APPLICATION METHOD:

4. EXAM DATE AND PLACE:

5. DOCUMENTS TO BE BROUGHT BY CANDIDATES TO THE EXAM:

a) Entrance Exam Application Form, which can be obtained from the official website of the institution,

b) T.R. Official Certificate obtained from Official Authorities. Original and photocopy of ID Card/Identity Card,

c) The original of the higher education diploma or graduation certificate or its copy approved by the institution or notary, or the document obtained from e-Government, or in case of graduation from foreign universities, the original or its certified copy and photocopy of the equivalence certificate approved by the Council of Higher Education,

c) A handwritten CV and a sample CV included in the exam announcement,

d) A written statement stating that there is no health-related condition that prevents him from performing his duties continuously,

e) KPSS result document that has not expired,

t) Foreign language result document that has not expired, (For Titles requiring foreign language requirement)

g) Document obtained from e-Government stating that they do not have a Criminal Record or Judicial Record Archive Record, (Candidates with a criminal record must bring the original and photocopy of the relevant court decision/finalization annotation.)

g) For male candidates, military service certificate, (document obtained from e-Government or a copy approved by the Military Service Branch) (Candidates who apply for paid military service can apply).

6. EXAM METHOD:

All candidates who meet the conditions in the application guide will be ranked starting from the highest score to the lowest score based on KPSS score type(s), and a maximum of 4 (four) times the number of positions to be appointed to the oral exam will be invited. Candidates who score equal to the last ranked candidate will also be called for the oral exam.

7. EXAM TOPICS AND EVALUATION:

a) In the oral exam, candidates;

(1) Knowledge level (Questions asked about the application field or specialization subjects for graduation or the Constitution of the Republic of Turkey)

(2) Understanding and summarizing a subject, expression ability and reasoning power,

(3) His/her merit, ability to represent, suitability of behavior and reactions to the profession,

(4) Self-confidence, persuasiveness and credibility,

(5) General ability and general culture,

(6) Openness to scientific and technological developments is evaluated by giving points separately for each aspect, and the oral examination is carried out by giving separate points to these aspects. Candidates are evaluated by the Entrance Exam Commission on fifty points for paragraph (1) and ten points for each of the characteristics written in other paragraphs. In order to be considered successful in the oral exam, the arithmetic average of the scores given by the chairman and members of the Entrance Examination Commission out of a hundred full points must be at least seventy.

b) Entrance Exam Commission; If a written exam is held, it determines the candidates' entrance exam success scores by taking the arithmetic average of the written exam and oral exam scores. If only an oral exam is held, the arithmetic average of the sum of the KPSS score and the oral exam score is accepted as the candidates' entrance exam success score.

e) The entrance exam success score is at least sufficient.

d) Reserve candidates are determined, provided that the entrance exam success scores and the KPSS score types specified in the entrance exam announcement are taken into consideration separately, not exceeding half of the number of assistant specialist positions to be appointed according to the branches of education.

d) As a result of the evaluation, the main and reserve lists will be determined separately for each title.

«. HEALTH REPORT PROCEDURES:

a) Candidates who are successful in the oral exam. The "Health report obtained from a full-fledged State hospital stating that there is no mental illness that may prevent him/her from performing his/her duty continuously", as stipulated in Article 15 of the National Defense Specialist Regulation and Article 14 of the Armed Forces Specialist Regulation, can be submitted in person or by mail, Ministry of National Defense, General Directorate of Personnel, Personnel Supply Department. He will send it to the Presidency.

b) Our ministry is not responsible for reports that are not delivered to the Personnel Supply Department of the Ministry of National Defense, General Directorate of Personnel, and postal delays within 30 days at the latest from the date of publication of the exam result announcement (including the time elapsed after the candidate objects to the health report and goes to the hospital for objection/referee).

9. OTHER PROCESSES:

(2) Candidates who are eligible for appointment will be notified in writing by mail. If their contact address changes, they will notify them in writing. If deemed necessary, information will be sent via text message (SMS) to the e-mail address and mobile phone specified by the candidates.

(3) Legal action will be taken against those who provide false documents or statements. If appointments have been made, their appointments will be cancelled. If a price has been paid to them, this price will be compensated with legal interest.
