INSPECTION ASSISTANCE INTRODUCTION EXAM ANNOUNCEMENT

Eighteen (18) graduates of the Faculties of Law, Political Sciences, Economics, Business Administration, Economics and Administrative Sciences (first group) from the General Administration Services class to the vacant Assistant Inspector positions to be employed in the Directorate of Guidance and Inspection of the Ministry of Family and Social Services, Social Work, Guidance Twenty (2) Assistant Inspectors of Family and Social Services will be recruited through an entrance exam, two (20) from among the graduates of the department (second group) who have spent at least four years of education in the fields of Psychological Counseling, Child Development, Psychology and Sociology.

1. ENTRY CONDITIONS FOR THE ENTRANCE EXAM

Candidates who will apply for the Family and Social Services Assistant Inspector Entrance Exam;

Meets the general conditions in Article 1.1.657 of the Civil Servants Law No. 48,

1.2. Graduating from higher education institutions that provide at least four years of undergraduate education in the fields of Law, Political Sciences, Economics, Business Administration, Economics and Administrative Sciences Faculties and Social Work, Guidance and Psychological Counseling, Child Development, Psychology or Sociology, or whose equivalency is accepted by the Council of Higher Education. Having graduated from one of the higher education institutions abroad,

1.3. 2022 (eighty) KPSS P-2023 points for graduates of the Faculties of Law, Political Sciences, Economics, Business Administration, Economics and Administrative Sciences from one of the Public Personnel Selection Examinations (KPSS A Group) held by the Measurement, Selection and Placement Center (ÖSYM) in 48 and 80. ) and above, candidates who have graduated from higher education institutions that provide at least four years of undergraduate education in the fields of Social Work, Guidance and Psychological Counseling, Child Development, Psychology and Sociology, provided that they have received 3 (eighty) or more points from the KPSS P-80 score type. between;

For those who graduated from higher education institutions that provide at least four years of undergraduate education in the fields of Social Work, Guidance and Psychological Counselling, Child Development, Psychology or Sociology, they must be among the 40 highest scorers (Candidates with the same score as the last ranked candidate are also accepted for the exam),

1.4. Not being thirty-five years old as of the first day of January of the year in which the entrance exam is held (it will be held in 2024) (being born on or after 01/01/1989),

1.5. The health condition is suitable for working all over the country and traveling in all climatic conditions,

2. ENTRANCE EXAM APPLICATION

2.1. Applications for the Entrance Exam will start at 08.01.2024:10 on 00 and end at 26.01.2024:23 on 59. Exam application via e-Government Ministry of Family and Social Services - Career Gateway Public Recruitment and Career Gateway https://isealimkariyerkapisi. It will be held on the website cbiko.gov.tr ​​and the exam date will be announced on our Career Gate and website in the future. Applications that do not meet the conditions specified in the announcement and applications that are not made within the deadline will not be taken into consideration. Applications made by mail or other means will not be accepted.

2.2. Among the applicants for the Entrance Exam, those who are found to have made false statements or given documents will not be appointed, as their exam results will be deemed invalid. Even if their appointments are made, they are canceled and a criminal complaint is filed with the Office of the Chief Public Prosecutor in order to apply the relevant provisions of the Turkish Penal Code No. 5237.

2.3. The candidate himself is responsible for making the application process error-free, complete and in accordance with the issues stated in the announcement.

2.4. Candidates who have graduated from more than one department will only apply for one department.

3. ENTRANCE EXAM METHOD AND PLACE

3.1. The entrance exam will be held in Ankara in two stages, first written and then oral.

3.2. The name list of the candidates who are eligible to participate in the written part of the entrance exam, the date and time of the written exam and other issues related to the written exam will be announced on the official website of the Ministry of Family and Social Services (www.aile.gov.tr/duyurular). Candidates will be informed via their e-mail addresses registered in the application system. Apart from this, no notification will be made to the candidates. On the other hand, candidates will be able to view exam-related information via Career Gateway.

3.3. Candidates will print out the document containing their application information via Career Gateway and will be able to participate in the written exam by showing the printout of the application information and a valid identity document (identity card, driver's license or passport).

3.4. If there is a change in the written exam location, date and/or other issues, the situation is announced on the Ministry's website. This announcement has the force of notification.

4. WRITTEN EXAM TOPICS

4.1. The written exam is held on the following subjects;

. First group,

– For graduates of law, political sciences, economics, business, economic and administrative sciences faculties;

– Law: Constitutional Law, Administrative Law (General principles, administrative organization and public personnel law), Administrative Judicial Procedure Law (General principles), Criminal Law (General principles and crimes related to public officials), Criminal Procedure Law (General principles), Civil Law (General principles and family law), Law of Obligations (General principles),

– Economics: Microeconomics, Macroeconomics, Current Economic Problems,

– Finance: General Finance Theory, Fiscal Policies, Public Revenues, Public Expenditures, Budget,

– Public Administration: Political Science, Turkish Political Life, International Organizations,

– Accounting: General Ledger.

. Second Group,

– For graduates of higher education institutions that provide at least four years of undergraduate education in the fields of Social Work, Guidance and Psychological Counselling, Child Development, Psychology or Sociology;

– T.R. Constitution, Administrative Law (General principles, administrative organization and public personnel law), Criminal Law (General provisions and crimes against the reliability and functioning of public administration), Civil Law (Family Law), Law of Obligations (General principles),

– In force; Social Services Law No. 2828, Child Protection Law No. 5395, Law No. 6284 on the Protection of the Family and Prevention of Violence Against Women, Law No. 5378 on Disabled People, Law on Promotion of Social Assistance and Solidarity No. 3294, provisions of the Presidential Decree No. 1 regarding the organization of the Ministry,

– Introduction to Psychology, Introduction to Sociology, Turkey's Social and Economic Structure, Child, Women and Human Rights and Law, Developmental Psychology, Developmental Theories, Learning Psychology.

4.2. The topics specified according to the branches of study determine the general framework of the written exam, and this does not mean that questions will be asked from every topic.

5. EVALUATION

5.1. The full score in the evaluation of written exam papers is 100. In order to be considered successful in the written exam, you must score at least 70 points. In the evaluation of the written exam, those who score 70 and above are placed in success order, starting from the highest score. The candidate is deemed to have passed the written exam, starting from the highest score up to four times the number of positions specified in the entrance exam announcement. The candidate who ranks last in the written exam and other candidates whose scores are equal are also taken to the oral exam.

5.2. The result of the written exam is announced as a list or on the official website of the Ministry, where each candidate can see his/her own exam result. Those who will take the oral exam are notified in writing to their addresses registered in the application system about the place, day and time of the exam at least fifteen days before the exam date. Candidates will also be able to view information about their exams via Career Gateway.

5.3. Before the oral exam, candidates are asked to declare in writing that they do not have any health-related conditions that prevent them from performing their duties continuously, that they do not have a criminal record, and that male candidates are not related to military service. Otherwise, candidates will not be taken to the oral exam.

5.4. The oral exam starts at the place, date and time notified to the candidates.

5.5. In the oral exam, each candidate is given a score out of 100 by the chairman and members of the entrance examination board.

5.6. In the oral exam, candidates; Scores separately for the aspects of knowledge level regarding the exam subjects, understanding and summarizing a subject, expression ability and reasoning power, merit, representation ability, suitability of behavior and reactions to the profession, self-confidence, persuasion ability and credibility, general ability and general culture, openness to scientific and technological developments. Candidates are evaluated by the commission on fifty points for the "level of knowledge on exam subjects" listed in 5.6., and ten points for each of the other issues, and the points awarded are recorded separately in the minutes. In order to be considered successful in the interview, the arithmetic average of the scores given by the chairman and members of the entrance examination board out of 100 full points must be at least 70.

5.8. The candidate's entrance exam score; It is the arithmetic average of written and oral exam scores. Success order is determined according to this grade. In order to be considered successful in the assistant inspector entrance exam, it is necessary to get at least 100 points out of 70 from the written and oral exams.

5.9. In case of a tie in the entrance exam score, the candidate with the higher written exam score gets priority. In this case, if the equality continues, the KPSS score based on the entrance exam will be taken as basis. If the number of those who are successful in the exam is more than the number of vacant positions announced, the number of candidates equal to the number of vacant positions can be determined as the main candidate, and the other candidates can be determined as substitute candidates according to their success ranking, not exceeding half of the number of announced positions. The names of substitute candidates are announced in a separate list.

5.10. Having a score of 70 or above in the entrance exam does not constitute an acquired right for candidates outside the number of positions to be appointed.

6. ANNOUNCEMENT OF EXAM RESULTS AND APPOINTMENT

6.1. The entrance exam result will be announced in a list or on the official website of the Ministry (www.aile.gov.tr/duyurular), where each candidate can see his/her own exam result. Candidates will also be able to view information about their exam results via Career Gateway.

6.2. Objection to the entrance exam result is made by submitting a petition to the Presidency within five business days from the announcement of the results. Objections are reviewed by the entrance examination board within five business days at the latest from the date of the objection. The entrance examination board records the examination result in a report and submits it to the Presidency. The decision is notified to the relevant person within seven business days from the date the report is submitted to the Presidency.

6.3. The Presidency will notify the successful candidates by registered mail to the addresses they specified in the application system.

7. OTHER MATTERS

7.1. For those who actually pass the entrance exam and are appointed, but do not start working within the legal period, the exam results are not considered as acquired rights. Instead, candidates who pass the exam can be appointed as substitutes, in order of success, within six months from the end of the legal period.

7.2. The Ministry of Family and Social Services is not responsible for any disruptions that may occur in the electronic environment.

7.3. The Presidency has the right to recruit fewer Assistant Inspectors than announced in the exam announcement if the number of successful candidates is less than the announced quota.
