In accordance with the provisions of the additional article 375 of the Decree Law No. 27 and articles 20 to 01 of the Agriculture and Rural Development Support Institution Personnel Regulation published in the Official Gazette dated 2021/31370/6 and numbered 15, to be employed in the central and provincial organizations of the Agriculture and Rural Development Support Institution. Recruitment of 4 auditors and 27 expert contracted personnel through appointment, employment of 375 auditors within the scope of inter-institutional assignment in accordance with the third paragraph of the additional article 25 of the Decree Law No. 4, written and verbal selection for the recruitment of 39 expert contracted personnel within the scope of position change in accordance with Article 2 of the Regulation. exam will be held.

1. CONDITIONS FOR PARTICIPATING IN THE EXAM, POSITION TITLES, NUMBERS, GRADUATION DEPARTMENTS, APPLICATION CODES AND PLACES OF EMPLOYMENT.

1.1. RECRUITMENT OF AUDITORS THROUGH OPEN APPOINTMENT (4 POSITIONS)

According to the provision of Article 6 of the Agriculture and Rural Development Support Institution Personnel Regulation, recruitment will be made through open appointment to the following central organization positions of the Institution in accordance with the additional article 375 of the Decree Law No. 27.

1.5. REQUIREMENTS TO BE REQUIRED FOR CANDIDATES WHO WILL PARTICIPATE IN THE AUDITOR AND EXPERT PERSONNEL SELECTION EXAM

1.5.1. For the Recruitment of Auditor (Public) and Expert (Public) Personnel,

1) Candidates must meet the general conditions set out in Article 657 of the Civil Servants Law No. 48,

2) Graduates from higher education institutions that provide at least four years of undergraduate education or from the departments specified in the tables above of a higher education institution abroad whose equivalence is approved by the Council of Higher Education,

3) For candidates who will apply openly for auditor and expert positions, they must have received a minimum of seventy (2022) points from the 2022-KPSS (Undergraduate Level) Public Personnel Selection Examination "KPSSP3" score type held in 70 by the Measurement, Selection and Placement Center ÖSYM as of the application deadline. ,

4) They must have received a minimum of seventy (70) points from the Foreign Language Proficiency Examination (YDS) conducted by ÖSYM in English, German, French or the official languages ​​of the European Union, or a minimum of seventy (70) points from the international foreign language exams that are accepted as YDS equivalent according to the ÖSYM Foreign Language Exams Equivalence Table. 5) They must have at least three (3) years of work experience after completing higher education,

7) For candidates who will apply openly for auditor positions,

a. The work experience sought after higher education is Internal Audit, Internal Control, Independent Audit, Information Technologies (IT) Audit, Risk Management, Financial Analysis and/or Project Preparation, Project Management, Project Analysis (technical and financial analysis) related to Investment Projects. , a minimum of three (3) years cumulatively in any of the areas of Project Monitoring, Project Evaluation and Project Control, or limited to the areas listed above, or;

b. In addition to having a minimum of three (3) years of work experience after graduating from higher education, they must have any of the Public Internal Audit Certificate (KİDS) or International Internal Audit Certificates (CIA, CISA, CGAP, CCSA, CFSA and CRMAj), or;

c. They must have worked for at least three (3) years, including assistant/intern periods, in positions with the title of audit staff in the public sector,

8) For candidates who will apply for public auditor positions with the code KDN01,

a. They must be working based on a staff or position in public institutions or organizations within the scope of Article 8 of the repealed Decree Law on the Establishment and Duties of the State Personnel Directorate No. 6 dated 1984/217/2,

b. They must have worked for at least three (3) years, including assistant/intern periods, in positions with the title of audit staff in the public sector, or; In addition to having a minimum of three (3) years of work experience after completing higher education. They must have any of the Public Internal Audit Certificate (KİDS) or International Internal Audit Certificates (CIA, CISA, CGAP, CCSA, CFSA and CRMAj), c. 9) For candidates who will apply for auditor positions, they must certify that they can work throughout the country with a German medical board report from a full-fledged hospital (This will be required in case of being eligible for appointment.)

11) They are not liable for compulsory service to another institution or organization, (Written declaration will be requested in case of being eligible for appointment.)

12) They must meet the conditions for the security investigation and archive research to be carried out in accordance with Article 7315 of the Security Investigation and Archive Research Law No. 3, or the results of the archive research to be positive.

1.5.2. For the Recruitment of Expert Personnel within the Scope of Position Change,

Candidates who will apply for an expert position within the scope of position change pursuant to Article 39 of the Institution Personnel Regulation,

1) They should be working as support personnel in the institution,

2) They must have completed at least three (3) years of actual employment in the Institution by being appointed through a competitive exam,

3) Graduates from faculties or colleges of universities that provide at least four years of education and from education institutions abroad whose equivalence is accepted by the competent authorities,

4) They must have received a minimum of seventy (70) points from the Foreign Language Proficiency Examination (YDS) conducted by ÖSYM in English, German, French or the official languages ​​of the European Union, or a minimum of seventy (70) points from the international foreign language exams that are accepted as YDS equivalent according to the ÖSYM Foreign Language Exams Equivalence Table. 2. EXAM APPLICATION, EVALUATION OF APPLICATIONS and CALL FOR WRITTEN EXAM

1) Candidates who will apply for the exam can visit the Institution's website (http://www.tkdk.gov.tr) will apply for the exam electronically. Electronic applications will be received between 29/12/2023 – 07/01/2024. Applications made in person, via courier or mail will not be accepted.

2) Candidates will fill out the application form electronically, and the information and documents requested during the electronic application will be digitally uploaded to the system.

3) Candidates have the right to choose a single application code appropriate to the department they graduated from and to choose a maximum of five (5) service units. Candidates who request it say, "If I cannot be placed in the Service Units I prefer, I would like to be placed in any other service unit that your Kurunt appreciates." They can select the option.

4) To complete the application process, the application form must be created digitally by clicking the "Complete Application Process" button and saved by the candidate on personal storage media. No changes can be made to the application information after registration.

5) As a result of the evaluation of the applications, candidates who meet the application requirements and are ranked based on the relevant KPSS score will be announced on the Institution's website. Candidates who apply under the code KDN01 within the scope of inter-institutional temporary assignment will not be subject to KPSS ranking, and candidates who meet the necessary conditions will be entitled to take the written exam.

6) Candidates who are ranked will deposit the exam fee to their relevant bank accounts in accordance with the announcements to be made on the Institution's website and submit the other documents requested in the application, in full, according to the announced schedule, from the Institution's website (http://www.tkdk.gov.trThey will upload it to the system from ) address.

7) Candidates who meet the conditions in Article 1.4 of the announcement and who have up to five (5) times the number of vacant positions announced according to the ranking based on the relevant KPSS score in the relevant application code will be taken to the written exam. As a result of the ranking, other candidates with equal scores to the last candidate will also be invited to the exam. Each application code will be ranked independently of other application codes.

8) If a sufficient number of applications are not received from any of the professional groups and employment groups specified in the announcement (public / open appointment), the Examination Board is free to select applications from other professional groups or employment groups specified in the announcement.

9) Applications made to the Institution in the Auditor and Expert Personnel Selection Examination, after being evaluated by the Examination Board, the names of the candidates who are entitled to take the written exam can be found on the Institution's website (http://www.tkdk.gov.tr) will be announced. The Institution will not notify candidates who will be accepted to the written exam.

10) Candidates must present their Identity Card, Turkish Republic ID along with the Exam Entry Document during the exam. They must present at least one of their Identity Card or unexpired passport documents. Candidates who do not have the required documents will not be admitted to the exam.

11) Disabled candidates, disability status, marker-reader request, booklet font size request, etc. Their status will be notified to the Examining Institution at least four (4) days before the exam date.

12) The procedures regarding the written exam are under the responsibility of Gazi University Measurement and Evaluation Application and Research Center (GAZİÖDM).

3. DOCUMENTS REQUIRED FOR APPLICATION

5) Barcoded Social Security Institution registration and service statement document received from the e-government portal on or after the announcement date.

6) For the public auditor position, a letter approved by the relevant institution, certifying that the person is currently working in the public institutions or organizations within the scope of Article 8 of the repealed Decree Law on the Establishment and Duties of the State Personnel Directorate No. 6 dated 1984/217/2.

7) Signed candidate information form.

8) A barcoded document stating that you do not have a criminal record, received from the e-government portal on or after the announcement date.

9) For male candidates, a barcoded document stating that they are not related to military service, received from the e-government portal on or after the announcement date.

10) Diploma or temporary graduation certificate.

11) For auditor positions, certification documents specified in the announcement and/or approved working documents showing experience.

12) Document proving that 250 TL exam fee has been deposited to GAZİÖDM accounts in accordance with the principles determined in the announcements to be made on the institution's website. (Candidates who are eligible to take the written exam and pay the exam fee, but do not submit the requested documents, do not take the exam, or fail the exam will not be refunded the exam fee.)

4. FORM, PLACE AND DATE OF THE EXAM

The entrance exam will be held in two stages: written and oral exam. Written Exam will be held in Ankara on Saturday, February 03, 2024. The place and time of the written exam and the names of the candidates who are eligible to participate in the exam will be announced on the Institution's website. The oral exam will be held at the Institution Headquarters on the dates to be announced on the Institution's website.

5. WRITTEN EXAM and EXAM TITLES

1) Written Exam will be held in multiple choice test method. 100 questions will be asked in the written exam and the correct answer to each question will receive 1 point. Questions answered incorrectly will not be evaluated.

2) Exam duration is 120 minutes.

3) Announcement about the results of the written exam and the oral exam session that successful candidates will attend will be made by the Institution (http://www.tkdk.gov.tr) will be announced on the website.

6. ORAL EXAM

Candidates who are successful in the test will be invited to the oral exam. In the oral exam, candidates will be evaluated in terms of their level of knowledge about the field of study, their level of ability to use a foreign language, the candidate's comprehension, expression and representation ability, reasoning power, aptitude and knowledge level for the position to be assigned, and the suitability of their behaviors and reactions to the profession.

7. EVALUATION PRINCIPLES AND OTHER MATTERS

1) Exam Success Grade consists of test exam and oral exam scores. The full score is one hundred (XNUMX) separately for the test exam and the oral exam.

2) In order to be successful in the Selection Exam, the score obtained as a result of the test exam must be at least seventy (70).

3) All candidates who are successful as a result of the test exam are invited to the oral exam.

4) To be successful in the oral exam, the oral exam score must be at least seventy (70).

5) Exam Success Grade is calculated by taking the arithmetic average of the oral exam score and the test exam score of the candidates who are successful in the oral exam.

6) The candidate with the exam success score is deemed to have passed the selection exam up to the determined quota, starting from the candidate with the highest score, provided that it is at least seventy (100) points out of one hundred (70) full points. Having seventy or over seventy points in the exam does not constitute an acquired right for candidates who cannot enter this ranking.

7) As a result of the examination, the Institution will be able to choose among the candidates who have received seventy (70) points or above from other employment groups determined for the same title, but have not successfully passed the exam in their field, for the vacant positions. The Institution has the discretion to determine which professional group will be substituted for the vacant position. Having a score of seventy (70) or above as a result of the Selection Examination does not constitute any right to fill positions that cannot be filled in other professional groups.

8) The Examination Board may determine substitute candidates among the successful candidates by ranking them in order of success, not exceeding half of the announced number of positions. The Authority has the discretion to appoint substitute candidates.

9) Among the candidates whose names have been announced and who have been determined to be able to participate in the competitive exam, those who are later determined to have provided untrue information or concealed the truth in any way, although they do not meet the conditions to participate in the exam, will not be admitted to the competitive exam. The exams of those who have taken the exam in this way will be deemed invalid and their contracts will not be made. Even if a contract has been made with those whose situations are detected, their contracts will be terminated. These people cannot claim any rights and a criminal complaint will be filed against them to the Chief Public Prosecutor's Office.

10) If a sufficient number of candidates are not successful as a result of the written exam, changes can be made in the exam evaluation method. This issue is stated in the protocol to be made between TKDK and the Examination Implementing Institution (GAZİÖDM) and is announced to the candidates together with the exam results.

11) The Examination Board has the authority to postpone and cancel the exam when deemed necessary.

12) Exam result of the Institution (http://www.tkdk.gov.tr) is announced on the website. Those who pass the exam must apply to the Institution together with the documents required for the requested appointment, within 20 days from the announcement of the exam results, in order for their procedures to be carried out.

13) Announcement of the personnel who passed the competitive exam on the Institution's website, zamIt constitutes immediate notification. Except for force majeure that can be proven with a document acceptable to the Institution; Those who do not apply to the Institution within twenty days from the announcement of the exam results or those who do not submit the requested documents within this period will not be appointed, and the appointments of those who do not start their duties within the time despite the call to begin their duties will be cancelled.

14) The employment of candidates who apply for the auditor position with the code KDN01 and are successful will be carried out within the framework of the provisions of the Inter-Institutional Temporary Assignment Regulation published in the Official Gazette dated 3/5/2019 and numbered 30763. If the relevant institution gives consent to the candidate's request to be appointed to the auditor position for one (1) year, the personnel will be started to work, and the term of office may be extended upon the request of the Institution and if the other institution approves this request. The institution is authorized to terminate the temporary duty if it deems it necessary.
