With the latest amendments published in the Official Gazette, the Energy Market Regulatory Authority's (EPDK) Charging Service Regulation has been comprehensively revised. These regulations cover the installation and operation of charging units and stations, as well as the use of mobile charging stations. Furthermore, the procedures and principles regarding the establishment of charging networks, the licensing of operators, and their operations have been redefined. User rights and obligations are also addressed within this scope, and new regulations have been introduced for the establishment and operation of the free access platform.
The powers of charging network operators have been expanded, and the processes for providing services and establishing networks nationwide have been detailed. After operators sign joint roaming agreements, they are now required to report this information to the relevant authority within 30 days. With provisions focusing on green charging stations, EPİAŞ will ensure that the operators of these stations publish their amortization information on its website every month after completing the necessary procedures. Electronic applications are now mandatory for network expansion or downsizing requests, and these applications will be processed within 10 business days.
Transfer of charging stations While the regulations are being clarified, those wishing to operate mobile charging stations are also required to notify the institution. It was decided that charging services will not be considered as an electricity supply activity, and consumption measurements will be based on the Electricity Market Measurement Systems Regulation. In the new stations located on the highways of the General Directorate of Highways, card or contactless payment options are mandatory for DC charging units of 50 kilowatts and above, and no additional fees can be charged for these services.
Significant changes have been made to pricing rules; charging service prices will be determined solely by energy consumption, with no additional charges such as connection or processing fees. Operators are required to announce their prices, reservation fees, and occupancy fees instantly through digital channels. Price discrimination at public stations Charging will only be possible between AC, DC, and mobile charging types, and no fees exceeding 25% of the lowest price in loyalty programs will be charged. For DC charging units, the transaction can be terminated when the battery reaches 85% charge, provided the user is informed, and businesses can apply location-based or time-based discounts.
