Recently, safety concerns raised in Istanbul traffic due to a Tesla in autopilot mode driving in the wrong direction have drawn the government's attention. As the integration of developing technologies into societal life continues rapidly, new regulations are being prepared to ensure the safety of these vehicles in traffic.

According to a report by Türkiye Gazetesi journalist Esma Altın, the new draft law defines the legal conditions and rules for autonomous and fully autonomous vehicles to be on the road. These regulations cover not only the permit and testing phases but also the maintenance, data recording, and safety standards of the vehicles. Under the new system, authorized autonomous vehicles will be managed and controlled by organizations called YOAK (Authorized Autonomous Vehicle Organizations).

Authorization for Testing and Use Becomes Mandatory.

Official authorization from the Ministry of Interior will be required to test or use the vehicle in traffic. Drivers or officials who do not comply with these rules are planned to be subject to a 120-day judicial fine. Furthermore, if the vehicles and drivers in question do not adhere to these rules, the penalties will continue to escalate.

Data Security and Record Keeping are Among the Most Important Elements.

In the new era, autonomous vehicles will be equipped with what is essentially a 'black box'. Vehicles will be required to be fitted with data recorders capable of storing information in accordance with regulations. This collected data must be stored for at least 3 years, and any tampering with or alteration of this information will result in an administrative fine of 200 Turkish Lira. Furthermore, serious penalties will be imposed for failure to comply with vehicle maintenance obligations.

Strict Rules and Penalties Regarding Driver Liability

Even in autonomous mode, it will be considered a crime if the driver is under the influence of alcohol or drugs. Therefore, in the event of any accident occurring within the vehicle, the responsibility will undeniably remain with the driver. A team within the Ministry of Interior will be established to investigate potential accidents in detail. Independent Incident Investigation Unit It will be established. Fully autonomous vehicles that do not comply with traffic rules will be banned from traffic for 30 days, and in fatal accidents, regardless of the degree of fault, their operating licenses will be revoked indefinitely.
