Nissan's e-Power technology vehicles have unexpectedly come to the forefront in the Turkish market due to a new legal regulation. In informational messages sent to some users, the company mentioned the necessity of updating the technical information on the vehicle registration documents. So, why is it necessary to change the registration documents of these vehicles that offer 'electric driving that doesn't require external charging'? Here are all the details, from technology and law to user experience and notary procedures.
e-Power technology features a unique hybrid structure where an electric motor powers the wheels, while the internal combustion engine acts as a generator. This system aims to eliminate range anxiety while offering users the advantages of 100% electric vehicle silence and high torque. However, there is some confusion in Türkiye regarding the official definition and taxation of this hybrid structure.
Changes in Definition and Licensing in Legislation
During the initial sales phase, many e-Power models had issues with their registration documents. 'Electric' It was registered with the phrase "Off-Vehicle Charged". However, international standards and current Turkish legislation prohibit vehicles that cannot be charged via cable, i.e., vehicles that are not Off-Vehicle Charged. NOVC-HEV (Non-Rechargeable Hybrid) It is defined in its class. Taking this into consideration, Nissan includes the following in the registration documents: 'Electric' instead of the phrase 'Petrol-powered (NOVC-HEV)' They are requesting that it be updated accordingly.
Legal Process and Council of State Decision
One of the key factors behind this need for an update is legal processes. Some vehicle owners, arguing that their vehicles' propulsion system is solely powered by an electric motor, had applied to court to benefit from tax advantages ranging from 10% to 40% instead of the 80% Special Consumption Tax (ÖTV). The matter was brought before the Council of State, the highest legal authority.
Following its review, the Council of State ruled that the technical structure of the e-Power system could not be considered 'fully electric' and found no errors regarding the current tax policy. This decision also provided a legal basis for why the technical descriptions in the licenses should be updated to 'hybrid' and 'petrol'.
Information about Users and the Process
Nissan Türkiye continues its efforts to manage the process and inform customers in order to prevent any inconvenience. Here are the main points that vehicle owners need to know:
- Notary Fees are covered by the brand: Nissan will cover all notary and official processing fees incurred during the vehicle registration renewal process.
- Inspection and Sales Procedures: Users who haven't updated their vehicle registration may receive negative points during vehicle inspections due to 'registration information errors' or experience problems during sales transactions because the vehicle's physical condition doesn't match the data in the system.
- No Additional Tax Burden: The company states that this change will not result in any retroactive additional Special Consumption Tax (ÖTV) or Motor Vehicle Tax (MTV) debt and only involves bringing the technical data into compliance with regulations.
