In the Circular, it was reminded that many measures were taken and implemented in line with the recommendations of the Ministry of Health and the Coronavirus Scientific Committee in order to manage the risk of the coranavirus epidemic in terms of public health and public order, to ensure social isolation, to protect the physical distance and to control the spread of the disease.

In the Circular, it was stated that the spread of the Coronavirus (Covid19) epidemic, which affected the world, has recently increased in all countries. It was stated that there was a very serious increase in the course of the epidemic, especially in countries on the European continent, and many new measures were taken to combat the epidemic.

Circular cleaning the basic principles of the current controlled social life in the reporting period in Turkey, mask and distance rules, as well as outbreaks of the course and the possible risks of rules that must be followed for all areas of life in mind and measures reminded that determined, City / County Public Health Councils need to be new additional measures listed:

1. With the circular sent to the governorships before, the obligation to wear masks was imposed in all areas (public areas, streets, streets, parks, gardens, picnic areas, beaches, public transportation vehicles, workplaces, factories, etc.) except for residences. However, it was observed that some people took off their masks, lowered them down, and did not use them correctly, especially because they smoked in places such as streets, streets, parks and gardens where citizens were / can be found in a crowded place. It is extremely important to ensure continuity in the use of masks in order to prevent the spread of the coronavirus epidemic, which can be easily transmitted by respiratory.

For this reason, in order to ensure the correct and continuous use of the mask, a smoking ban will be imposed in all provinces as of 12 November 2020 in areas / areas where our citizens are densely / can be found (especially those that are closed to traffic), squares where they are needed and public transportation vehicle stops.

2. Again, with the circular previously sent to the provinces, the application for the curfews of the citizens aged 65 and over will be determined by the Provincial Hygiene Boards according to the analyzes to be made on the basis of the province (the number of patients and contacts, the number of seriously ill, inpatients and the ratio of patients aged 65 and over in these categories, etc. had to. In this direction, by the Governors; The course of the coronavirus epidemic in the provinces is monitored instantaneously, and the number of patients and contact persons, seriously ill, intubated, deaths and the increase in the rate of patients aged 65 and over in these categories is between 65:10 and 00:16 during the day. It will be decided to restrict their ability to go out on the streets and not to go out outside these hours.

The decisions taken / to be taken depending on the recent developments will be reviewed at regular intervals, and in case of improvement in the specified criteria, the restriction will be lifted with the same procedure.
